Archmage-Level 4, Seerstaff of Saphery
Mage-Level 2, Ring of Fury
Mage-Level 2, Starwood Staff
Mage-Level 2, Jewel of Dusk
15 Spearmen-Full Command
18 White Lions-Full Command, Banner of Sorcery
9 Swordmasters-Full Command, Warbanner
4 Repeater Bolt Throwers
Some short personal preferences.
1. I like to play the Silverwand on my lvl 4 and the Seerstaff on the lvl 2. That way you are more certain that you get what you want for both. Yes there is slight possibility that you might lose out on the one spell that you want for your lvl4. But imo that a risk worth taking.
2. You look pretty weak when it comes to close combat. You better shoot/magic him off before he gets to you otherwise it looks like you will have a pretty short night. I would perhaps consider to change one of the mages for a Noble and put him with the White lions. That way you have atleast something that can pack a punch.
3. It looks like you will be relying alot on your magic and shooting. I would suggest to put some march blockers in there. Eagles/Reavers/Shadow W.
Otherwise he will be all over you in a hurry and as I pointed out above you look pretty weak in the cc phase.
did you think of a way to hide your mages yet??
furthermore, if you leave 2 SM, and swap the spears for archers(the spears ain't winning any combat anyways) you will have some points to spare to put some marchblockers in there.
it might also be usefull to have some sort of countercharge unit, so it might be best to hold your line static, until you can charge

Byjugo's WIP Thread
I agree with most of what Jasp is saying. I think that to do a magic/shooty army it needs to be all in to be effective, with the large block of White Lions and 15 spearmen you are soaking up points that are better spent elsewhere, so I suggest bolstering your effective combat a bit, and getting marchblockers to slow down your enemy.
So I would switch the Spears to Archers, and change a mage to a BSB that goes with the White Lions, give Ring of fury & Silver Wand to your Archmage, and I would take the Seerstaff instead of the Starwood staff I think.
Then I would drop a bolt thrower and add in either 5 Shadow Warriors, 1 Eagle or 5 Reavers + Musician, depending on miniatures, terrain I expected etc. I would try and get 2 of these units even if that meant dropping a 1 or 2 of the Swordmasters.
I like that you have minimised the magical items in the list, but I don't think that you have taken advantage of the points that you are freeing up effectively.
ok here's the revised version for review, bear with me I don't have the book on hand and the points may be wrong, so if they are please correct me.
