I don't think that I could play well with it but it definitely would surprise your opponents and reading your reports I am sure that you could succeed with it.
I would love to know how you would play a list like this, I can sort of see the basics of it but all 3 phases seem to be rather weak compared to what we can put on the table.
i think it could do quite well, but after some playtesting you might want to change it a bit though...

It's a good base in models, so if you can get it cheap I'd go for it. Then just expand from there if need be.
