It should be 1499 points army

You'll need to be careful against firepower armies.
You have very little which is capable of taking out shooty units early on.

and i would like to see the noble on a great eagle.. so take out the dispel scrolls (you will only need them against vampires and the likes) and the champion of the PG. this will buy you enough points to put your noble on a eagle

I think there's no need of a GW on that noble, since he has a magic shield. You can easily avoid spending those points
GW on a noble is for killing power to add some wounds to enemy who charge PGand agins some heavy armored units
(can I use reaver bow in stand and shood reaction?), but I think not)
Mages should be hidden in PG unit, LSG
And I have reaver bow, 2xRPT and 10xLSG so I have little shoting what can threat anemy shooting units
