Only special rule with this tourney is that you have to have a BSB..I wanted to take a dragon to this because the points are nice for it, but when I take a dragon, I don't really have the items for the BSB build I like. Anyway here is the list.
Archmage - Silver Wand, Ring of Fury, Dispel Scroll X 2
Mage - lvl 2, Staff of Sorcery
Noble - Armour of Caledor, Guardian Phoenix, GW, BSB
Noble - Temkador's Gauntlets, Barded Steed, Lance, Dragon Armour, Shield
10 X Archers

19 X Phoenix Guard, Full Command, Banner of Sorcery (BSB Goes here)

Total = 2500
It's a fairly balanced list, good magic defense with a strong magic phase. Also my shooting phase should be fantastic, and make my opponent come to me because of the 3 Bolt Throwers. It is a fairly strong combat phase as well, that PG unit with the BSB is a combat res monster, and a great bunker for my mages for the first couple turns. When I put a noble in a DP Unit I like to take a champ to put the noble on one end and the champ on the other.
I like your list alot. The only suggestion I would make is is swapping the second noble for another mage, since you bring 9-11 +bound for Powerdice. A second mage with the seerstaff and maybe a powerstone would go along way to giving you magic dominance and would cater to your wait and see philosophy.
How about the skeinsliver on your phoenix guard champ?
I've never even though of that before, I do like that idea, gives me a good shot at first turn to shoot the shit outa my opponents faster units. I'll think about the mage, last time I used this noble with the DP build, I experimented front charging a unit of black guard, and it did extremely well.
