I have always had a passion for dragons so I have not entirely given up on them in 8th edition, even though they have gone through a serious setback since 7th.
Her we go; C&C is greatly appreciated as I may enter a tournament with this list (not sure at all about the tourny though):

Prince - 556 points
Moon Dragon, Heavy armour
Vambraces of Defence, White Sword, Charmed Shield
I have tried to equip this guy to handle alot of things. He has gotten a re-rollable 3+ AS and a 4+ WS. He has got S6 and Killing Blow too to handle characters and the like. Then, so he doesn't die turn 1 because a lousy cannon i've given him a Charmed Shield to discount that first crucial wound.

Mage - 165 points - Lore of High Magic
The Seerstaff of Saphery
I may want to change that Seerstaff with a Annulian Crystal for more magic defence. If not, I'll usually take the Flames of the Pheonix and Shield of Saphery spells. And then mostly spam Drain Magic for Magic Defence. He's mostly there for magic defence and "troop defence".
Noble - 163 point
Battle Standard Bearer, Great weapon
Armour of Caledor, Guardian Pheonix
Kitted of for survival. He has got a 2+/5++ save. A great weapon is always handy on an elf though, as it gives him +2 S with the only drawback of being 2-handed. Not much more to say.
X28 Spearmen - 277 points
I'll put my Mage in this unit. They'll mostly be in a 5*6 formation to break Steadfast (and be Steadfast themselves). I didn't have the points for 29 .
X29 Spearmen - 286 points
I'll put my BSB in this unit. Same as above otherwise.
Special - 600 points
X18 Swordmasters - 345 points
Banner of Armour Piercing (can't remember the name, I don't have the book on me right now, left it at home).
Main killy unit. Not much more to it than that. Swordmasters are evily killy.
X14 White Lions - 255 points
Banner of Swiftness
Flanking unit. They've got their banner so they get +1M to flank. Very usefull unit in some tight situations.
Rare - xxxx points
Repeater Bolt Thrower -xxxx points
Fire support. that's it

2250 points exactly.

Your prince can't be armed with the White sword if he's mounted ( model on foot only). Pretty sure the charmed shield won't help much if your hit by a cannon as you said. It ignores the first wound, but a cannaon can cause d6 wounds (I may be wrong with this) and does not help the Dragon at all. If I can't get a Star Dragon then I wouldn't bother with one. Also 14 sword masters is enough (two ranks of seven) because the third rank you have won't be able to attack so that's two wasted attacks each from that rank. you can get a Great eagle with the spare points. Other than that it's fine

Though I'm pretty sure about the Charmed Shield and that it discounts all the wounds caused by a cannon.
I personally like the Star Dragon the most, but the Moon Dragon is good too, as if I'm entering the tourny, it would be 2250 points and I can't fit a Star Dragon in that (bear in mind that the reason for entering that tourny, if I do, it is to use a dragon. The Grand Tournament was won in 2008 by a High Elf guy with a dragon.
About the Swordmasters, I want them in 3 ranks of 6 because I never, with very few exeptions, is lucky enough to even have two ranks of Swordmasters on the table when they get in combat. They need to be that size to maintain a threat.

The shield doesn't discount the first wound, but the first hit.
That way the cannonball won't hit you at all. Not sure about the dragon though.
I also don't get why you give the swordmasters the armour piercing banner (razor banner?).
SM are S5 from themselves, and will cut through most armour you want to be up against.
If There's something on the field you need armour piercing for: shoot it with the RBT's, or kill it with the dragon.
I think you could save some points there to upgrade your spearmen units to 30.

Banner of Eternal Flame is always good for SMs or WLs as it removes Regenerate, and it's a darn sight cheaper than a lot of the alternatives The cost difference could get you another spearman and a Banner of Arcane Protection for one of your other units if I'm remembering costs correctly.

I agree about the banner for the SMs, it haven't done me much good anyways. I'll bump up the unit of 28 Spearmen to 29, give the SMs Banner of Eternal Flame and give the unit with the BSB Banner of Arcane Warding for the points spared.
