I think high elves are extremly awesome and i have a list in store right now

The plan is to buff the phoenix guard with the
Dragonmage flaming sword and support them with alot of arrows
And a lv4 archmage with high magic.

Firstly welcome to HE here on LO.
Your list is certainly different to most of what tends to be on here but it could be a lot of fun. Dragonmages are pretty widely regarded as ineffective, balancing the combat prowess of the Dragon with the fragility of the Mage. The Talisman of preservation goes some way to fixing that but its still a bit of a gamble. I can't remember the exact cost of the talisman, but if you can afford the silverwand the extra spell gives you an extra free dice and a better chance of getting the spell you want.
A couple of questions
Will your PG be set up as a horde or very deep?
Interesting choice going with High Magic, was there a particular reason for that?
Good luck anyway, I am not sure who how competitive your normal opponents are if they are really keen on cookie-cutter builds for their armies then you may find it fairly tough going.
Thanks for the respons! The dragon mage gets the flaming sword automatically so thats no problem. The pg wil set up as a horde. I dont have a particular reason for choosing high magic but i think its a great lore with alot of good spells. I have never played with the dragon mage before so i would like to try it. With proper use i think it might be really good.

Fair enough, I had forgotten about the flaming sword rule for the dragon mage.
Just had a thought about your AM, you could go with Foliariths Robes, its cheaper than Vambraces and arguably better protection if you destroy any magic weapons with Vauls Unmaking and aren't playing Daemons. What if you go with the seer staff on the AM, choose Curse of Arrow Attraction, Flames of the Phoenix, Vaul's Unmaking and hmm really torn on other 3spells, Fury of Khaine isn't really needed with the DM, Wardsave would be good but only really for the spears (perhaps the AM) and stubborn is so common from steadfast I can't see it being cast much, but would be good for PG. That does leave you a bit more exposed magically but you could give MR2 to the Spears plus you still have drain magic if you get desperate.
Another question then
Aside from the magic how do you intend to use the Dragon Mage?
If you use Lore of Life instead of high magic, you can use the Lore Attribute every turn to heal up that Dragon if you get it within 12" of your archmage. Could give you a lot of return investment.

Thanks again for all the great tips! Its a great idea going folatharias robe instead of vambraces. I usually dont use seerstaff on lv 4 cause they get most of the spells anyway. If i relly want to be sure about getting a specific spell id rather go for silver wand. I have checked the errata and faq for the dm and actually it cant swap a spell for fireball.
The flaming sword can be boosted up to 48" so i am thinking to play pretty aggressive with him. Against empire and dwarfs he will propobly even be forced to act warmachine hunter.
Thats also a reason why im not thinking about lore of life. Also i am using a system were you get points for different kinds units (allmost allways - and the lore of life gives alot of - so thats also a reason for not using it.
Also i think all the shooting is covering the magic damage i migh loose.
