You should look at your army and decide what you want its strengths to be. The set up you have now looks a little scattered to stand out in any particular area. Given your models, the easiest strong point for you to set up would be during the magic phase. I wrote the following list using the models you have and trying to preserve the feel of your list. The new list would provide a more powerful magic phase and a strong unit of spearmen for your other troops to rally around. I’ve included some explanations as well. I’m not a very experienced player so if anybody else gives some advice you should probably listen to theirs over mine. Hope this helps though!

General: Level 4 mage Folariath’s Robe: This would really strengthen the magic phase. Since you have so many points invested in him some protection is necessary. The robe would make him invulnerable to mundane weapons.

BSB: Armor of Caledor, Dawnstone, great weapon: These guys are important. At a low point level maybe not quite as much but he would definitely add some staying power and some punch if you put him in with your spearmen. I would just use the sword master banner bearer for this role.

10 archers: The light armor is not worth the points since it is so easily negated.

10 archers: just throw a seaguard model in to fill up the extra spot. This way you opponents can’t tell where you are planning to place a hero.

26 spearmen, full command, Warbanner: Add a couple ranks to these guys using the seaguard models and field them in ranks of five. This would give a better rank bonus. Ten seaguard by themselves isn’t a very viable unit anyway.

8 sword masters, musician: It seemed risky to put such a valuable banner in such a small unit. Also I needed to switch him over to use as the BSB and drop a few points. I would never equip the bladelord with a magic weapon anyway since then he would not get the +2S from the great weapon. With such a small unit the best option is to use them to flank an enemy that is already in combat.

10 Phoenix Guard: A small unit but it looks like these are the guys in your army you were willing to shell out some cash for so I would play them anyway and see how it goes. You might want to keep them near the spearmen to benefit from the rerolls from the BSB. These guys are usually fielded in more ranks to benefit from steadfast.

I've actually only ever played in a friendly setting so I'm not sure about tournament rules. I know the Warhammer rulebook states that up to half of the models in a unit may have slightly different equipment than what the unit is listed as having in order to give it a varied appearance. The seaguard are so similar to spearmen I'd be surprised if adding six to a unit of twenty would be a problem.

I wanted to add Jewel of Dusk to the mage as well, especially without the Banner of Sorcery in the list. The most you can spend on Lord level characters at your point level is 312 points. You would have to drop him to a level 3 or swap the Robe for less reliable protection. If you did either of these you would actually have more points to spend and you could just add a few soldiers to your spearmen.
