I would suggest the following alterations to this base army.
1) Drop the banner of sorcery. There is no need for it, and on a unit that size it is easy prey for a unit of cavalry, infact drop the swordmasters
2) Make the spearmen 20 strong each.
3) Get a unit of 10 archers and one more bolt thrower
Mage 1 Lv2: 170 points (Give High magic for curse of arrow attraction)
Seer, Silver Wand
Mage 2 Lv2: 180 points
Ring of Fury, Dispel Scroll
Mage 3 Lv2: 180 points
Ring of Corin, Jewel of Dusk
Now that's magic heavy with a chance of winning. (It might be slightly over, if so drop the ring of corin)

I'd forgo the archers for a chariot or silver helms. I only bother with archers in 2000+ points, or if I know I'm playing shooty empire.
