You have a huge amount of magic, and a fair amount of shooting, and almost no army. That makes me nervous, cause magic is more unreliable than CC.
If you want magic heavy: get rid of the scrolls and the annulian crystal, with 7 DD you don't need them. Replace them with power stones, or simply buy more troops. Your archmage could just have the silver wand, and then have most of the spells on the list anyway, so you wouldn't need seer. I'm not sure what the bracelet of defense is, but I'd drop it. Look at the 'magic combos' thread in the HE forum for some suggestions on how to equip your mages optimally. I'd say to make sure both rings are in your army.
I'd drop 1 RBT, and field 2 eagles. These will marchblock your enemy, giving you more time to shoot and magic them to death. I'd field 15 swordmasters, you want 5 in front. The silver helms are basically flankers, so you probably don't need the champions.
All magic will have a lot of trouble against other all magic lists, O&G (cause they can have too many guys to magic to death completely) and Dispel heavy armies (khorne, dwarves).

i whait for them 2 come and i kill them with a lot of magic and shouting i would add 4 rtb but thats out of points if u realy are a he player plz play my list and u will have 100%chance of winig agaionts any army

stay in defens dont move your cc trops and wahit them then when they are at 16 u charge
and suport with infantery

Kooshlord makes some good suggestions for your mage equipment; you'd do well to consider them. I do see why you'd be careful to have some dispel scrolls though, because if anybody did slip a spell through your dispel dice, you'd be hurt badly.
The bracers of defense are useful for the 4+ ward save, but since your Archmage has no armor, the reroll is useless. The 4+ is great, but 55pts is a lot. Not a bad choice though, as I'm sure you're going to need it.
2 Eagles would give you even more time to cast at an enemy. Give them a try sometime, they are really useful!
Beating your magic would take a cav army that could close swiftly, or a fair number of war machines which you have no way to deal with that I can see. You have a small number of units to block with so your mages are vulnerable to flyers/fast cav.
It is indeed a powerful list, especially against infanty armies. It's probably fun to play right now, but I bet you get tired of it after a few games. The only real excitement for you is in rolling which spells you get. After that your game is more about throwing dice than it is wargaming. A win is a win though, and there's no denying it.

This list is fine, until you start playing either Khorne or Dwarves, then you are going to get destroyed, unless of course their list isn't up to much.
I can see how it would be effective, but the new rules are coming and will put pay to armies like this, as your archmage won't be able to use dice from the other mages, although it isn't such a huge problem here. If your opponent is clever they will have fast cavalry and flyers to pick off your mages, and if they are quick across the board, ie Ogres, then you are going to get beaten.
I would consider dropping 2 mages and the banner of sorcery and bulking up your troops choices.

yes, powerfull but also extreemly cheesy. Adding a 4th RTB would make it even worse. I would say that most veteran players will raise an eyebrow to this and decide not to play you. Then if you nag them enough they will decide to play you just to make you stop nagging and they will kick your ass. This list has so many weaknesses it isn't even funny. However you will need to know the finer tactics in the game to use them correctly.
The biggest problem with this list is that you cannot win with it. Yes you can win a game with it but people will tell you that winning with this army takes no skill what so ever. And yes I can go into this army can beat it and that army can but the fact is that any great good player will whipe the table with you in a tourney and then mark you down on sportmanship for taking a list like this.

this is one really of balance list.
you have indeed much magic and no army.
i would say wield a Lv4 and a Lv2 if you want magic and get a commander to be you're general.
get two eagles, enlarge the the SM to 19 (with comm) or 20 (maybe losse the benner, since you already have enough magic). then get another unit of some sort (i would suggest another 20 men strong spearmen)
this gives you:
2 RBT's for shooting
2 falnking Sh units
2 eagles for blocking and alike
should be a nice army
and still some good magic
