I was looking on the U.S. site for something else and stumbled upon the new High Elf preview stuff. I was looking at the new army list suggestions (for a few laughs) and to confirm point costs of things and they have this listed as their starter army.
Now either someone (who obviously has never played WHF made up this list, or the new HE book allows mages to wear armor (note the mage is upgraded with heavy armor and shield) I know they're using the battalion box models for the most part.
I guess they dont have the new point costs up yet so I'm assuming someone goofed.
There were some rumours about a fighter mage, but that should be a lord-level character. I would say it was just an error as they decided between a commander and a mage i guess...

There is a fighter-mage (called a dragon mage) who is a hero choice, rides a dragon and uses hero level spells.
This list you refer to is a bit of a joke really. It uses the old points values, as you say has mage with shield and armour, and has poor unit sizes. Apparently it has been there since the start of 6th ed, and a lot of the other armies sample lists are flawed like that too.
have you seen the new book yet strewart? Apparently it is out and some stores even have copies. In fact, a guy on another forum said he has already massacred a HE army under the new rules. I checked the army list and it didn't seem like the HE player was very experienced. I was just wondering if some of the more veteren players had a chance to fool around with HE army lists under the new rules.
No I haven't got my hands on it yet.. I preordered it from the UK a couple of weeks ago though, so I should have it soon. I have lots of sketchy lists running through my head and possibilities for crazy tactics based on the more solid rumours though. I'll be sure to post once I get the book and start seeing if my ideas are feasible/trying them out. Its true that there are people and stores that have the book already, I don't know if there is much down this way though. When I preordered the Brets I got them 2 weeks before the release date, so who knows.
You know they haven't completely updated the High Elf section right? And that most of the "sample" army lists have been up on GW.com since last edition?
This is obviously such a list since all the units are in multiples of 4 back from when it was only 4 per rank. It is also obvious because it has silver helms as core. I would bet that until the High Elf book is out everywhere you wont be seeing updated "sample lists," on the Games Workshop website.
So, while GW does make some crappy lists and unit choices, this is NOT a sample of the new HE army book. Which would also explain (as someone already pointed out) that the point costs are exactly the same as they are in the current armybook (for those who haven't got the new one at least)

They just dont like to spend the time updating portions of their site. If you look at the other races, many of them still have lists from last edition as well.
