is the dragon worth it at a 2000 pt army?

My answer: yes, unless it dies before combat, then you probably lost the game.
That does mean that it tends to be unbalanced a bit as the game becomes about the dragon too much, is still fun occasionally.
Sidenote: Its great to challenge with as dragon fight in challenges as well the rider and they often refuse taking the best character out of combat.
Do you mean current rules or new? I think currently it is not worth taking at 2k, because it is a big point sink and as Alloinarre mentioned, if it performs you win, if it gets skewered from shooting you lose.
The dragon mage on sun dragon might be worth it at 2k. Its still a fair bit of points, and reportedly 2 hero slots though, and our armies are already pretty small in number.
i would say no in 2000 unless your up against a small size but heavy hitting army uch as ogres or chaos when it can provide a serious punch against them
