Does anyone think a no shooty elves army can win battles?
Either way, yes they can win battles. We have one of the best magic lores in the game and at this point, some of the best combat troops as well. the shooting does help with things like fanatics that are hard to get rid of otherwise (even magic could depose of them though)
depends on the arrows I think. If we are just talking archers, seaguard, and shadow warriors then yes, I think its quite easy to win without them.
It would be harder for me to say that about RBT's though, since I think they add a necessary component to HE lists. Though it also depends on a list, I think the 2 dragon lists might benefit more from Great Eagles.
So I think HE lists benefit a lot from RBT's, but they dont need the strength 3 shooting very much.

There is a huge difference about being able to win without and being more likely to win with. Arrows add an important element. They are extremely helpful but not necessary per se.
I probably wouldn't want to head to battle without at least my one or two bolt throwers as fire support.. IMO they are a bit overpriced for what they can do, but they always end up helping a fair bit. But I definitely think it would be possible to go to battle without any shooting at all. You would probably want fairly strong magic as a substitute though, to get a bit of long range support. HE are great in combat, but still very fragile and a bit of long range support to soften the enemy or weaken shooting/magic goes a long way to keeping the army alive into combat.
Any army could win a battle without arrows but many would find it harder. I like to have some missile fire as a backup and a troop softener (they do:roflnt work well as fabric softeners)

Definately yes, I don't personally worry much about shooting from an HE army as my dwarves armour can normally shrug it off, the RBTs may be a pain, but my return fire from a balanced army of dwarves will usually be worse. A pure combat HE army with lots of Pheonix Guard and White Lions is my biggest worry, if my opponent wastes points on archers thats good for me.
