what do you think that is stronger
-white lions of chrace
-sword masters of hoeth
I find them all usefull depending on the context. :C
The white lions are efficient against high armor unit and can resist a long amount of time since they are stubborn and resistant against missiles.
The phoenix guards are super resilient with their 5+ amour save and their 4+ ward save so they make a very good anvil unit. Plus they cause fear so no automatic break.
The swordmasters are very good to kill many core unit and most of elite ones (if they survive the magic and shooting phases)
IMO I prefer white lions followed by phoenix guards and then the swordmasters.
The swordmasters seems to me too easy to kill.
I'm a big fan of swordmasters as they have high kill ratio. Even though they tend to die pretty easily, they always make it up to their points cost. This can not be said about PG unless in large numbers which will cost huge amounts of points.
So unless I'm facing brets or something else high armoured I go with SM.

but in a army with a mage the sword masters can get a 5+ ward save(the white lions can get it to)
but what do you think that is stronger

I'm not a fan of MSU so I'll have to go with the first one.
Use the PG as an anvil and SM as hammer. Great combination!;Y

Units which have more offensive power don't need so many ranks to win combats, and so end up being much cheaper, but on the other hand they die a lot easier.
Thou shalt remember:
Warhammer Fantasy armies do NOT have Codices. They have Army Books.

My bias towards white lions is well known having a chracian army, however i do seen the advantages of the other elite infantry choices. I would agree with swntzu if you are using PG guard ideally you should have a unit of at least 20 IMHO for them to prove really effective, there are only a very few armies that units you are going to be able to outnumber with a unit smaller than this most will have much larger average unit sizes than the HE. This makes the PG an effective but very expensive choice (points wise). Reiterating my previous opinion on this matter,
Swordmasters high offensive capability low survivability unless supported by magic or magic items
Phoenix Guard high survivability low offensive capability unless supported by characters
White lions high offensive capability high survivability (3+ save against basic bow fire and can use woods to avoid war machine fire) and stubborn. The white lions need the least support to enable them to do their job leaving me more points and magic to use elsewhere. Obviously this is only an opinion.
