The tiranoc chariots are faster and are cheaper but white lion chariots are tougher better save and have stronger and more attacks which one?
I think the answer comes down to what you need in your force for support.
While the lion chariots are very good at hitting hard, the faster, cheaper tiranoc chariots can be really good at the flanking, march blocking(with eagles) warmachine hunting etc etc.
I would take tiranoc chariots if I already had fast, really hard hitting stuff like the dragon princes.
Cheap, fast and expendable is a good thing in an "all elite" force, if all you need them to do is to zip up, slow them down or hit them from the side.

to be honest, I have a hard time taking either. They have essentially the same stats except for when they charge. They are going to die equally to spells or gunfire/crossbows and both of them blow up when hit by runed bolt throwers or cannon balls. the D6 impact hits rarely hurt anything for me, and the point cost of the lion chariot and its frailty (same toughness, only 4+save) keeps me from using it.
If you cover them using Dragon Princes, then great - but that is simply too much points invested in soemthing that cannot march, and has only a T of 4...
Hmm... here's what I see from this argument:
The Kitty Kart moves about the same speed as your infantry, slower actually, since chariots cannot march. The thing gets D6 Impact hits, and gets the Lion attacks, and the Rider Attacks (only +1S for GWs because they count as 'mounted' in the chariot) for nearly the same cost as a unit of White Lions.
What is signifigant about the cost of White Lions? Or any Elite Infantry unit for that matter? Simple: SURVIVABILITY. If a cannon hits your chariot, the chariot is gone for good. If the same round hits a unit of infantry, you lose only a few. If the chariot fails to break a unit on the charge, it is doomed. If the Elites fail? They can still fight effectively next turn. Infantry would have more wounds, a fast movement, similar attacks, and better survivability than the chariot can offer you. And for about 10 more points.
The Tiranoc chariot? It is slightly better than the Kart because you get more of them. For their low points cost (cheapest unit in the game except eagles and possibly ShadowWarriors) you get a unit that can keep up with the troops a little bit better, but more importantly, it can still break a charge. Their stat-lines are still very similar, as stated, but the cheaper Tiranoc is less vital and can be 'thrown away' in a tough situation. When the choice comes to 10 Elites as "flankers", it's cheaper and often better to take the Tiranoc, because it will flank and likely break the enemy.
However, I don't field either unit, because they are both very fragile. A lucky bowman can kill our chariots, and rifle is gauranteed to destroy it, and a cannon or kroxigor is a garaunteed loss. Because of the chariots low wounds and weak profile, I prefer to take cavalry units or elite infantry units instead, as they can stand up to a Kroxigor and cannonball, and last longer against shooting and archery.
Remember that against some armies, the Kitty Kart is usefule enough - e.g. armies that cannot counter your chariots. The Lions will be nice to have against, for example, the Vampire counts, where they can cause damage to destroy a small undead unit like dire wolves or Black Knights, and not have to take fear checks. Same against Chaos warriors, a couple of these chariots can mess up a Chaos Knight charge, and can even outnumber and auto-break them if you cause enough casualties. However, against most races with good fast cavalry, these chariots won;t get the chance to charge.
I prefer the Tiranoc chariot.
The simple reason its range vs. cost. An 18 inch charge circle allows you to deny a large area to the enemy. Plus the psycological effect of moving something 18 inches across the table.
For it's relative small cost you can get an awsome flanker/ fast reaction unit.
Okay okay the Lion one has good range aswell and hits harder but that two inches extra and the lower cost have made my desicion easy.
