I was using my spearmen the other day as sea guard and while this is alright in friendly games it gets a bit tricky at tournaments.
I could always buy some more speamen but I think that a muh more elegant (and cheaper) solution would be to simple have a couple of guys with archer arms in there.
Do you think this would hold in a tournament? Obviously it depends on the organiser but I'm just trying to gain a general idea.
I think if anyone gives you guff about spearmen over seaguard - they're crazy. They're the same freaking models even!
However, if you really feel you have to "show" your seaworthiness, i'd get some of the quivers and place them (glue or sticky tac) on the models or on the bases of the front 5 of your unit. I like to use magnets (got some really tiny magnets in a sample pack from amazingmagnets.com) in the quivers and larger magnets under the bases to keep everyone on their movement trays, but you may not spend the extra for magnetic bases, etc.

Giving a bunch of them quivers would work. Or archer arms in the front rank, then when you want spears instead put the archers in the back rank. There should be no confusion, tell your opponent before the battle.
Or build a mixed unit of some archers with helmets and armour (say the older models) on the front rank, and use them as Sea Guard, as they are in effect armoured exactly the same as teh rest of the unit, except for teh shields. You can should you choose, put in some shields on teh bases instead. I have a load of the old plastic archers with armour and helmets available.
