I play Vampire Counts myself, but my friend plays High Elves and has Teclis. When we were playing it said that he cast with irresistible force every time. I didn't say anything, but I really don't think that is how it works. Just wondering if someone could clarify what it really means.
It's not every time, its any cast with a double, not just 6's, but he still has to reach the minimum power level of the spell even with the doubles.
So basically your friend lied through his teeth - never be afraid of querying the rules in teh relevant army book, and if your friend doens't have the army book handy, you should just use the rules from teh BRB, not some flight of fancy...
Today it looks like Teclis has the Book of Hoeth (from 6th ed.) with him as he succeeds to cast a spell when he either rolls at least the power level of the spell (just like everyone else) or when he rolls a double except a miscast. And every spell cast by Teclis is cast with irresistible force.
As far as I am aware, he still needs to beat the score so even if he rolls a double 2, unless he beats the casting value, the spell is not cast.....

Its the problem that Warhammer the game isn't herohammer but warhammer the setting is.......
(which is a good thing but it makes it hard to make special characters)
Exaclty - the issue with special characters is that if they were anyweher enear their fluff rating, they would be unplayable - even Teclis weakened (and not capable of wiping out the Witch King single handed with a bolt of pure energy) is still a "broken" character, as would be the case for Nagash, and is the case for Thorek...
Personally I think that special characters should be on par with their fluff power levels. BUT have their points reflect it (Teclis coming in at a mere 1200pts.....) AND use only with opponents permission.
In other words special characters are used in Legendary Battles O'Doom, not 1500 point skirmishes.
