I saw somone mention in a post somewhere (think it was Slai) that an all mounted High Elf army is the only 'game-winnig' army High Elf army because all the other units are overpriced or just don't cut it, is this true, or do Spearmen and Swordmasters still have hope?

Nah, there still is some spunk (can i say this in here?) left in the good old High Elf infantry. Its just harder to use and alot more fragile and annoying. They are more expensive than cav (16 spearmen vs 5 Silver Helms, which are the smallest unit sizes for these units). Inf is ALOT easier to kill (5+save), move slower, lack Strength (except Swordmasters and White Lions, who both are 0-1 choices and are Special and Rare choices) .
I love infantry, myself. But cav is great fun as well. Just make an army and stick to it, and you'll develop own tactics and manouvers that work for you, and at some point you can make an army that you win alot with. If an allcav general gives an all cav army to a player who normally only plays HE infantry, he probably wouldnt capture each trick and manouvre neeed to make the army work, while the cav player would probably not grasp the technique of the infrantry army either. Its all a matter of playing style.
But, in closing, all cav is the nobrainer way of playing High Elves. You get your core 2+ save knights with the 16" movement and the S5 on the charge, and go hog wild with them.

My core is Archers backed up by Spearmen, use this on the defensive and ur goin strong, also works of offenseiv (if you let the enemy charge to make use of your spears), useing curse of arrow attraction, you can advance while you fire, or even swap sea guard for the spearmen.

my 16 swordsmasters and 16 white lions killed 12 chaos warriors and 5 chaos knights only taking 1 casualty (lions)!!!

Look, ANY unit in this game can be good. They each have their roles to play and if you figure out what they are good at then they will make a useful addition to your game.
High elves have some pretty good shooting and I think that their spearmen aren't too bad either.
Mounted doesn't always work out perfectly either. I played a heavily shooty WE army against a mounted HE army and I managed to kill everything but his dragon mounted general. Most of his units didn't even make it across the table to me.
All Calvary is very fun in any army. Interestingly, an all Cav DE army (read: MINE) is literally a mirror image of a High Elf one.I like All Cavalry High Elf armies. Just because of the feel of it. Galloping across the table, lance points glittering in the sun, to smash your opponent. Beautiful.
I have a question tho - Silver Helms, do those shoot like Dark Riders??? Or just assault???

Nope they do not have bows, they are just medium cavalry with lances. I forget if they still have them but Ellyrian riders are the horse archers.

Yeah, horse "archers". Personally, I find the idea stupidly done in Fantasy. Fast Cavalry or not, I don't like Reavers, or any mounted archers, for that matter. I know it could have it's place in battle, but the idea of it just doesn't seem to make any sence to me when your mobility is limited to the board edges. If a really determined Chaos Warrior unit wants to get you, eventually, it will. The fact annoys me.
All Cavalry lists aren't the only viable way, but they are certainly easy to get the hang of. I've pretty much been able to make my army list fit any situation, regardless of it's particulars.

My strategy employs most of the elements in the High Elf Army Book.
S = Spearman
A = Archer
SH = Silver Helm
D = Dragon Prince
R = Ellyrian Reaver
M = Mage
B = Bolt Thrower
P = Prince
E = Enemy
Mage casts arrow attaction at important targets, Silver Helms charge right into the ranks, Spearmen await the charge, Reavers hit and run at the flanks, harrassing their whole army into a pinsir. Then the spearmen die, flee, or I simply withdraw them, and I charge the Dragon Princes and my Army's General straight up the middle, annihilating any and all survivors in one fell swoop.
That's tough... but that's exactly why I invented the USSR!

I dun like HE all cav very much,simply because the brett's can do the same thing only infinitly better. All elven knights are S3,S5 on the charge,which just doesnt cut it against things like dwarves(who have artillery too) saurus,chaos warriors,orcs,etc...Plus you can get shot real bad by war machines with no ward saves.
