Wow, that's quite an ambitious bit of work you came up with there.

Lol - I did some playtests with older version of Warhammer, where I had additional units such as a flying cavalry unit of Sea Hawk riders (heavy armour, lance etc). They were just a bit too powerful so I dropped them, and also dropped most cavalry units as TBH most warships wouldn't have sufficient space for cavalry, it would be larger troop transports dedicated to carry larger forces.
have made some updates to the thread based upon feedback from Neonate and others..
Aqualine Guards are now equipped with Heavy Armour
Rangers are able to scout if US is less than or equal to 10
Sea Guard infantry can gain access to halberds (as they once did)

Lords of the Sea - all infantry units in a Seaguard army with the "Lords of the Sea" special rule may treat shallow rivers and pools as open terrain when moving through it, as they are adept at crossing shallow bodies of water when assaulting beach-heads.
Sea Gaurd and Sea Elves These guys are too similar in my opinion. The other problem is that with all the options given sea elves, there would never be any reason to take anything else. they are cheaper than HE archers, but get all the advantages of spearmen and get skirmishing as well. They are better than shadow warriors, spear elves and archers combined except much cheaper. I think you'll have a hard time passing these guys off as balanced unless you cut back their armor and options or make them much more expensive than you want. I would suggest a 1+ requirement on Seaguard and make your sea elves only have bows and light armor (no option for shield or standards/musicians) they can still take spears or extra hand weapons (as sailors would be able to use those) and maybe make them 11pts base.
Rangers these guys are so similar to seaguard and sea elves that they make a "tough sell" as to why I should take them as well. I'd drop them, shadow warriors adn wave riders and create a new, different unit. Maybe something called Marines or League Rangers. Give them BS5 and bows and Movement 6-7 and leadership 9 and the hit and run rules like terradon and warhawk riders. this makes them a unique choice and makes them different than the other functioning units already present in the army. Probably make them skirmish 0-1 scout or something

Aqualine Guards - 18 points each Once again, I don't see much of a difference in the rules of these guys and the regular seaguard. I know they have slightly better WS/BS but they really don't play any different. I'd rather have PG with a stubborn banner. These are just like the wood elf version of spearmen imo. I 'm not trying to knock your hard work, I'd just like to see this be as something different that with a different playstyle than the regular army book provides. I'd maybe add some different rules or magic items to get that feel. Right now, or as the army is, you're playing with tons of seaguard or it feels like you're just playing with more Seaguard than you usually take in an army. The other problem is I have yet to see any battle board with water features on it (one reason all the lizardmen rumors have WE style movement rules in them. Aquatic rules don't do much if there isn't any water features on the board.
Griffons Claw - 120 points each I like the idea of them, but either they are too similar to RBT, or the fact that we could take 4 of them turns me off. Maybe a rule like 1 for 1. You have to take 1 RBT and then 1 Griffon's Claw to balance it. I think just the alchemal fire upgrade for bolt throwers would be enough.
Enchanted Item: Circlet of Storms - 25 pts Maybe a little cheap for what it does, but there is no question that the HE could use more bound items.
Magic Armour: Starblade Shield - 30 pts This doesn't do it for me. It's much too like Temak's gauntlets. I'd rather see something "seaworthy" like a Merwyrm's cloak that adds +1 to armor save on foot but offers a -1 to hit or something like that.

Sea Elves cannot get rank bonus
Rangers can only scout if a unit of less than 10, and have a version of the fire and flee rule
Dropped Shadow Warriors and Shore Riders
Aqualine Guard have "poisoned" attacks against Large Targets/Monsters as they use their tanglenets to disable and attack vulnerable parts of their opponent
Griffons Claw is now 1 for 1 vs Repeaters
