I'm new to Fantasy as a whole and I'm thinking of starting with the High Elves. I like their tactics and the models. My friend's got the BFSP box and giving me the rulebook.
How do you recommend I start a 1K army with HE
Best bet is a core of spears and a few smaller units of elite warriors such as White Lions, Phoenix Guards and Swordmasters. Add a Repeater Bolt thrower, and a Prince or Mage boxed set and you are good to go.
I would go with a small army with a Commander with Radiant Gem, level 2 mage, 2-3 elites units maybe 10 strong, 2 repeaters and a large block of spears to provide ranks.

As of late, I have really like Spearmen more and more. Big blocks of Spears like Kithre was saying (around 20 ) have consistently been my best unit. You probably can't have too many of them.
I would be careful with lots of small units. I know that's a pretty standard strategy to have, but it only takes three casualties from shooting to have to take panic test. Swordmasters will crumble to good shooting from Dwarfs or Wood Elves. Plus smaller units can more easily give victory points to your opponent. If you're thinking 2-3 smaller units, I would go with 2 and make them both a little bigger than the could be if you took 3 units.
I have also lately been really liking Great Eagles. I would suggest trying 1 RBT and 1 Eagle.

There are several excellent tacticas floating around the forum at the moment, all of which discuss playing with the High Elf armies. I would run a search and check out what you can.
The typical 1K highelf army is usually based around the large anvil unit of Spears. There are commonly 2 units of 10 elite warriors on the flanks. This is typically backed with an RBT and/or Eagle, and then characters are typically either CC heroes or Scroll Caddies, with the latter being the more tournament-oriented method.
We do not play that small of an army but here is one thing to keep in mind. A block of spearman 18 are probably one on the strongest and cheapest units anywhere. If they are charged they get all 18 attacks and with the first strike rule that can be deadly. You nearly have to take a RBT and 10 archers are cheap also. Put them together. A single war eagle at 50 points can redirect one of his biggest units by causing them to charge out of the way.
