I have been wanting to start a High Elf army for some time but I really have no idea of any sort where to start. Do I get mages or nobles, spears or bows, or bolt throwers or reapeters? So i would really appreicate any advice, tid-bits, or any sort of information you could spare.
I would say that you should try playing several games with a friend who will let you use proxies (something besides the actual models, like models from a different army, or even just squares of paper). That will help you to discover what play style you like and which models you prefer. Perhaps you will discover that you don't really care what models you play with, but that only care what they look like. Or you may want to create a themed army. Deciding all of that just takes time. You simply need to play a bunch to find out what's best for you.
But if you've got money in your pocket and it's really burning a hole, you can't really go wrong with Spearmen or Repeater Bolt Throwers (they are the same thing).

Well the best deal for the money is the HE battalion. It is ninety dollars but you get about 150 dollars worth of stuff. You can attempt to borrow someone's army or try to fill in the blanks. If you are around a GW store visit it. They may have some armies on display there.
HE can dominate or stay even in the magic phase. HE lore is a pretty good all around lore, felled with both defense and offensive spells. Teclis, a special character could well be the most powerful mage in the game. Notice I said could well be, for those people who like to argue.
HE can dominate shooting expect maybe against, dwarfts, empire and a shooting WE army. RBTs have no chance of misfire and archers shoot 30 vice 24.
HE infantry move 5 most human size only move 4. Their chariots move 8 most only 7. This means they can at least stay even during the movement phase.
HE have problems against tough units. But then again everyone does. Spearmen get to defend in three ranks vice normal 2. When they attack it is with two ranks vice one. Sword masters are a real meat grinder but take a beating from magic and shooting. White lions can dish it out somewhat but have more defense. PG have problems killing things but can hang in there with nearly everyone.
The problem is HE can not be good in all 4 areas. You have to decide what your style is and work on that.
Pm me if you have any questions on designing your HE army. All I need is what you want and theme.
