Hey all. Considering of getting into High Elves and may buy an army off of a friend. Does this look like a decent start?
1 HE Prince & Noble box
1 HE Lord on Dragon
10 Dragon Princes
3 bolt throwers
He's asking $200 for it. Fair price? What would the potential and possible point value of this army be? Also, are there any 'musts' I should add?

First off, I will move this to the normal army section of the forum, as you are not writing a list, more asking about the models:
Now, this looks like a pretty good starting force to me. You would need to get some more specialised troops, such as swordmasters, white lions and Phoenix Guard, but beyond that, this looks like a good start.
As for points potential, you need to read the book and design a list so that you can see any real potential. When you have constructed a list, feel free to post a new thread with it in, and I would be happy to take a look.

What would you suggest for the specialised troops, i.e what are their individual strengths and weaknesses? I find Swordmasters appealing.

That is a good deal. The dragon is 45, noble is 15, I believe the RBTs are 25. The Battalion box is 90 but you got a good start.
Sword masters are your meatgrinder but can take a beating getting into combat.
white lions can be deadly and are survivable
PG are an anvil which does not kill much but can stay alive.
I use sword masters in units of 7 as flankers. One mage is assigned to keep shield on them or use terrain.
White lions are my anvil large blocks of 23.
I do not like the PG but that is personnel and they make a good anvil with flankers to pound people.
I also do not use LSG but am thinking about changing my mind on that.
All you need is an eagle to help out.
Your dragon will need support and dragon princes can do that.

This is my first attempt at a 2250 HE army. Using what I gathered from other forums with a few changes of my own. Any help would be appreciated.

My thoughts are to use my 'fearless' spearmen as the first charge, followed in by the sword masters. Not sure if the Mage should go with the Spearmen or the Sword Masters. I'll have the shadow warriors and white lions to get through terrain for potential flanks, while the Dragon Princes do drivebys.
(For any confusion, when I say the unit number it includes the champion. Ex: Dragon Princes x 5 = 4 DP + 1 champion)

I think that the Armour of Caledor belongs more on your Eagle-riding Noble. And he needs a lance as well to make use of his mounted status...
Additionally, I would lose the Helm of fortune on the Dragon Princes, and replace with say a talisman of light (or maybe the Enchanted shield for a real 1+ save challenge monster), and the Sword of Striking on the WL is a waste as he has S6 otherwise, simply go with his axe..
Also, the Banner of Arcane Protection is probably needed more for your Swordmasters, and the WL can be "hangers-back", mage defense and counter-assault units, therefore probably can be given the banner of sorcery without worrying about a small unit carrying a standard...
Drop one archery unit, and use the points to up the spears to a decent number, and up the WL if you can to say 10 - 17 spears isn't really that good, but 24 or more will be quite nasty both on the charge or when receiving a charge....
Finally, I would opt for 1 more Dragon Prince and a couple more bodies in other units rather than the War Banner/Std bearer combo in such a small unit.

I agree with Kithre. That selection of models is indeed a good, fair, start.
Your list though-
Usually I'd try to bump those archers to 11 and put the Mage in there (2 ranks of 6). They are effective at range, so they never need to get into CC, which is a liability for those mages.
Also, might I suggest making a choice between your SMs and WLs? The 15 SM are a huge unit, whereas 5 WLs is going to be a small unit. Why not make two units of 10? If you DO want to stick with 15 and 5, the SM might handle the small numbers better if you can shield them from missiles. With their 2A each, the Swordmasters can deal more damage, and get themselves a higher CR.
In the interest of points, I'd knock down not only the helm, but also the Champion. We are easily defeated in challenges by armies like WoC and DoC, even the Dark Elves have their ways for crushing us. We are lucky, in that our Elite Cavalry don't have to accept challenges as if they were all champions. I'd use that to my advantage.
Is Teclis worth the points in an army this size?
Also, would Shadow Warriors be a decent addition?

Teclic is worth the points in an army this size. My daughter was running Teclis, dragon mage and other mage at this level. What can I say she liked magic.
What might be a better combo for the 2nd level mage might be seerstaff and a dispell scroll. That way you know you are getting the spells you want. Teclis has a special dispell scroll, so you dont lose much. Remember Teclis rolls d3 for your dispell pile. You white lions are to small. One on your champions should have the amulet of light. Makes entire units attacks magical.
The hero on the eagle I can not comment on as I want to try it but have not. Therefore I should not make suggestions on the basics of my vast zero knowledge. I have seen something like this used and sometimes it works and sometimes it does not.
