ok Goblins fear elves but do they always fear us needing six's to hit etc or do they take a test for fear?
I think it's the same rule that applies when you're playing as daemons: they must take a fear test before they can charge/attack and what not.

Yes - the following applies to units of Goblins that are not Immune to Psychology or else cause Fear for some reason, below is a paraphrasing
Units of Gobbos which do not outnumber (using unit strength) a unit of ANY Elves by more than a ratio of 2:1 (i.e.20 Goblins for every 10 Elves) will be subjet to Fear of said Elves. This means:
1) Goblins must test for Fear when they charge - if they fail they cannot charge
2) Goblins mus test for Fear when they are CHARGED - if they fail and outnumber the Elves, 6s to hit in first round, if they fail and do not outnumber, then the charge reaction is flee
3) Goblins will need Insane Courage if they lose a combat to Elves that they Fear.

we cause fear to all goblins. They take a fear test when we charge and when they charge us (unless they have a fear causer in their ranks ~ unlikely)
They do not take a fear test if there number is double our unit strength (not too difficult with goblins) so it doesn't make that big of a difference usually in games. Sometimes it can though if fail the right tests. Animosity and Waagh help counter this often in a good general's hands.
