Welcome to Librarium Online!
Trying to come up with a list for tournament use at 1999 points (so no special characters).
I'm not sure whether to go with 2 Nobles and a Mage or vice versa.
Given the likely Daemon, VC and DE heavy make-up of tournaments these days does it make more sense to take 2 mages so I can use Drain Magic to make it harder for opponents to cast and Lore of Light for Burning Gaze / Cleansing Flare for dealing with those pesky Daemons / Undead?
Caradryan, Alith-Anar, and Korhil can all be used below 2000pts. Their considered Hero choices, not Lord.
Nights Justice Space Marines
Eldar Eth Kariel Craftworld
Spear of Kurnous - High Elf Expeditionary Army
What I mean is that tournaments (except for GW's own) typically don't allow special characters (or at least they don't seem to here in the UK)
What does the rest of your army look like? I think a bsb is necessary for some types of troops (WL and PG but less so for DP) 2lvl 1 mages with 4 scrolls is only 280pts which is pretty inexpensive if you think that magic will be heavy. Otherwise, I'd go for the bsb and 1 scrollcaddy. The +D6 win banner would be extra nasty in a smaller point game.

Well I think 2 versus 3 charaters is always the big decision. I'm leaning towards 3 so that I've either got 2 killy Nobles to bolster the Dragon Princes in the second round of combat (should things get that far) or 2 Mages with enough dice to hopefully get some spells off - I played a 1999 game against Orcs and Goblins on Saturday using Warriors of Chaos and even with 3 Lvl 2 Tzeentch Sorcerers (one with the Conjoined Homonculus adding D3 to a casting roll per turn), plus a couple of bound spells, I hardly got anything off or he could dispel due to having Mork's Spirit Totem. He only had an Orc Shaman and 2 dispel scrolls, so if I go up against anyone who's taking a scroll caddy plus another mage and some similar magic item that boosts their defence I could struggle to get spells off
I'll go look at your list - but I totally agree with the low magic characters. I'd personally only take a scroll caddy in smaller point games (esp. since there are no lordlevel casters) and take my lumps with LM and DE. I just don't think you can get any type of return on the cost of magic users at that point level. I have a hard time justifying heavy magic in 2250pt games. I think you probably need 1 scroll caddy though.
Like I said, I think most armies benefit from a bsb, especially my White Lion host but even dragon princes will do well with a bsb. The 2nd/3rd noble is redundant usually. I don't think he hits any harder or better for his point cost. A tooled up noble will cost you almost as much as another unit of special troops. A tooled up SM, DP or WL champion is about as good as a noble in a fight and costs 1/4 the price usually. I know there are slight differences (str 6vs str5 and maybe an extra attack or WS) but I usually average .6 wounds per 3str6 attacks from my noble so he is never worth the price over the champion to me. HE nobles are so hard to keep alive anyway. Our armor and wardsaves are pretty weak and our toughness almost guarantees that we'll be wounded on 2's
If I could figure out a way not to take any characters, I would.
