Which of these builds is best for a tourney?
Star dragon, lance, Armour of Caledor, Vambraces of Defence and The Amulet of Light.
Star dragon, dragon armour, shield, Star Lance, Helm of Fortune and Guardian Phoenix.

I personally like the first one better. One of the most defensive builds for a Prince, probably the one I like the most. I suggest getting a greatsword/halberd as well, should the Dragon die.
Vambraces every day of the week.
Prince doesn't often fall down, and the dragon eats what it likes.
Current painting project: 2300 pts of Dwarfs in 5 weeks.
Not sure about it, but does the Amulet of Light make magical the Dragon's attacks as well?
Yes, it makes the whole units attacks magic so that is the dragon.
I would say that the first build is the better of the 2. It relies on the Dragon to do the killing which is fine.

I agree, though you can get the AS cheaper by using mundane armour and the Enchanted Shield.
5000p. High Elves
Mundane armour+Enchanted Shield makes 3+, if my maths are correct. Armour of Caledor gives a 2+
I use nice armour (mundane ones) with the helmet that re roll saves, I just like having armour
