In 8th edition I can not find anywhere that prohibits the XBT from stand and shooting. Anyone know if this is the case or not? Also where is it written if they can not.
AFAIK, Stand and Shoot is not an acceptable charge reaction for war machines.

Warmachines do not count as missile weapons. And it's explicit that to Stand and Shoot you have to have a missile weapon. If the crew had Bows, then they could do it with that, but not the RBT.

Very simple- look on pg 109, in the bottom right under the heading Shooting With War Machines
"Unless specified otherwise, all war machines weapons have the Move or Fire and Slow to Fire special rules."
We can neither stand and shoot, nor move and fire with our RBTs.
HOw about the rule on garrisons that says any garrison model gets to stand & Shoot?
Since they dont have the option to stand and shoot, they cant. If however they had that option, they would always be able to make the stand and shoot.
So even if the opponent is within its movement range when charging (normally you wont be able to stand and shoot at something that close) you can stand and shoot.
Think of it this way: can a Spearman "stand and shoot"? No. Because he doesn't have that option as a charge reaction, he's not armed with a missile weapon. Similarly, Warmachines are specifically prohibited from making Stand-and-Shoot reactions.
There is really no point in discussing this further. You cannot Stand-and-Shoot with an RBT.
