Are bolt throwers less necessary in an army with lots of Sword Masters? Both are great at dealing with hordes (volley, or two attacks) and good at dealing with tough enemies (high strength bolts, great weapons). I fell like the RBT helps the high elves alleviate the weakness of not having high-Strength attacks, but that the Sword Masters play the same role.
The RBT might be a lot better against gun-lines though, since it can out-range almost any standing unit. On the other hand Sword Masters have a few more attacks for the point cost and aren't as vulnerable to getting sniped by eagles etc.
One final point is unit type. Many HE armies use max amount of special characters, but not rare, so an RBT might be a better choice if you want to max out on Pheonix Guard, Dragon Princes, etc.

Hmmm, by 'Swordsmen', d'you mean Swordmasters? For a minute I was like "What the heck?!" 'cause I was wondering how RBT's and Swordsmen could be part of the same army!!
