Since he chooses lores before the battle could I take a Lvl2 with Seerstaff of Saphery, give him Dweller's Bellow, then use Teclis' Loremaster ability to get 2 Dwellers in the same list?
Yup and then take a mage that rolls for his spells and get it 3 times.
I thought if you rolled a spell that someone already knew you couldn't have it. (unless it was the sig spell)
I read a list the other that relied ongetting certain spells multiple times.
To me it seems more than a little grey really. It is intended that you have no duplicates of spells,but Idont think Loremaster counts.

yes you can get dwellers again if you are also using teclis's lore master or any other lore master for that matter. YOu are allso correct in that if you roll on a lore that another wizard has rolled on you cannot have it you can only share the sig spell. whoever wrote a list and said he could get the same spell twice is cheating unless he had a loremaster in there
Yep, the only way that you "don't count" is if you have Loremaster. However, you can take a cheapo level 1/2 and give him the Staff, and then whittle your options down by choosing everything but Dwellers, and then using another Mage to snap that one up. At the end of the day though, you only really want 1 Life Mage, and your other casters should probably try to grab as many Shadow and/or Beasts spells as possible.
So Capt, are you saying I'd be better off with Teclis and a lvl2seerstaff dude having the seerstaff dude knowing beasts or shadow? I thought 2 dwellers a turn (or regrowths for that matter) would be kind of funny.
Dwellers has a pretty high casting cost - do you think that you could manage to get that to cast twice in a turn? Secondly, Dwellers does do good things for elves, it whittles down those big hordes of lowS troops that will still get attacks even after we pump 50 or so Spears into them, but what about the big-bads and stuff with armor, like Black Orcs and Chaos? Life is cool, but a L2 with the Seer is going to have either Dwellers, or Throne and Regrowth - regrowth isn't worth it if you don't also have Throne active (first, just to safely throw enough dice to cast it, second, to get more than 4 models back at max). Shadows and Beasts will work together with our army just as well. Nothing, not even Swordmasters, messes up Warriors or Knights like 50 S8 attacks from a Mind-Razor'd Spearhorde.
Capt, I beilieve that with Teclis+BoS I average 11-12 powerdice per turn. That should be enough to get it off 2x.
If I didn't take life would you recommend beasts or shadows? Beasts I'd like the sig and the curse of anraheir, and shadow would be enfeeble and mindrazor. Which one would you recommend? (Or different spells)
