This is a rather unbalanced army, and although I know this goes quite unrecomended, I find the thought behind this strategy sufficent to compensate.
As I said earlier my hero's include:
Teclis, high lore master of the white tower(Key to my strategy ^^)
Pure of heart
Pure of heart
Jewel of dusk
Lothern Sea Guardx19
4 Reaper Bolt Throwers(I know, everyone bad mouths it , but the people I play with use EVERYTHING they can to try and win, if you can think of something that's cheesey and noone can beat it, we already use it ^^)
44, no SUPER happy with this, but it's the best I can do considering the strategy

7, can't complain with the high elf auto +1 to dispel, plus just incase something REALLY nasty comes up IE:: Drain Magic, I have one dispel scroll handy
BUT for my other two mages, lore of heavens would do QUITE nice I should think ^^, though I'm still debating it... But my main focus is this, CoC on my enemy when he can only move at half speed is pretty indestructible... :o, and second signil of amund is pretty beefcake for a character with 2+ ward save , once he reaces 1 wound (plus he's a fairly decent fighter if I revert him into fighting mode, but I woudln't prefer to do that unless ABSOLUTELY necessary), and it lets me prevent miscasts, and POSSIBLY even revert them into irresistable force, or just beef up my spells a bit ^^
Still Teclis is CLEARLY the key of this army, thus he is surrounded by the lothern sea gaurd, with shields. He would be quite a handful to take care of, as it's going to be difficult to reach him at all at half speed, PLUS my silver helms will be making sure they preform a flank attack, or force them to turn to face me, in which case I will simply move back, and they waste a turn :o...
Reaper bolt throwers allow for excellent artilley fire, 24 shots of it infact :o, unless I find single shot better(could someone comment on when to use which, I always have trouble deceding, but I tend to lean to multi, unless I'm fighting uber armor, ESPECIALLY if they're in lance formation ^^, gg blood dragons/brets ^^....), and the lothern sea gaurd will add an extra 10 shots of 2 cents of their own
SO, if things go well, the enemy shoudl be near decimated by the time they reach more, scattered, and very vulnerable for me to clean up on... OR at the very least they're hurting brutally bad...
Any comments or subsitutions anyone would make, please say WHY you would prefer to have them, pros and cons Thanks a ton in advance :o... boy that's a long post
err oops I forgot to mention the Mages have an elf steed, with ilthmar barding, as they will be joining the silver helms to make them immune to panic
EDIT: Do not include these god damned rules like spell rules, casting values, etc etc in your post. People know these things, and those who dont just have to get a rulebook. And smack that[list] tag on your army list topics. I did it for you this time, next time it will be a warn.
Oh, and by the way, Teclis cant cast Storm of Chronos at unlimited range... Check his rules update on games worksops website, I believe they are there.

:huh: You have 3 models with pure of heart, only one model may have it and in this case it is Teclis.
I do not think 4 bolt throwers is too bad, it helps make up for the rest of the list a little bit... One unit and 2 flanking units at 2k? This list is going to be smashed. You rely far too heavily on magic, what happens when you get a miscast? And I have used 4 bolt throwers at 3k, they are good but they won't destroy a whole army. Especially since pretty much every force has ways to break warmachines apart fairly quickly.
I think you may have some of the rules of Teclis' unlimited range mixed up... It was corrected somewhere and doesn't work on everything, I think the comet and maybe that other spell are some of them. not sure though...
The comet may not be a great idea on the mages, it now requires 12 to cast and that could be hard on only 3 dice maximum...
Overall, I would not take this army. There simply isn't enough in it, and it relies extremely heavily on one model and the usually fickle magic phase. There are ways to kill Teclis without a lot of trouble, or even hold him in combat with fast things to stop him casting everywhere.
