I am new to Warhammer and just started a HE army. I was challenged to a 500pt battle with a Vampire Counts army. My army so far consists of:
please could anyone advise me on a sure way to kick vampire ass?!?

First of all welcome to the forum. I would suggest that you take a mage as your compulsory hero choice, as you will be guaranteed the vampire counts guy will have about 1 mage trying to raise skelletons or zombies.
I would suggest a small force like this:
Seer, Silver Wand
That comes out to 496 points, I think? This should hold and shoot down his army, as long as you can stop him raising more!!
As you can choose your spells now take high magic, and take curse of arrow attraction, fury of khaine and flames of the pheonix. These spells should help you toward victory, if used correctly.

Characters aren't mandatory at the 500 pt level, assuming you're using warband rules, which makes the most sense at that size. A plain old unit champion can be the leader, even for undead which usually need a magic user. Still, gingerninja is correct in stating that the vampire force will likely have a necromancer.

But I stand by my previous statement. I was trying to come up with an alternative army, but I think this one would do well?
Let him raise more units, with good tactics it just means more VP's for you
Don't take this out of context and allow an undead army to become massive, just don't weep if he gets more units summoned. Every disadvantage can be turned into an advantage...
Whirlwind's right. I had a draw this last Sunday which would've been a win for me if I hadn't fed the guy 30+ zombies. Then again, maybe I would've lost if not for holding him up with those zombies. Regardless make your opponent keep up with what he summons so that you get credit for any kills.
With your magic for this battle try and get off flames of the pheonix on his largest unit, as it will cause about halfo of toughness 3 enemies disappear in the first turn of it being activated!!

do you think its worthwhile using the drain magic spell on his necromancer?
It all depends. If you are going to use it. i suggest using the 2nd level that gets rid of 5's and 6's. The only problem with this tactic is that this will take 2 of your 4 power dice!! This will make it very difficult to cast many more spells
I suggest using curse of arrow attraction and fury of khaine, as this will make you archers more effective, and the fury should help you to destroy any flankers/skirmishers he has.
I did a little working out and he could have any army like this!!

the next investment im making is dragon princes. do you advise them as a second cavalry unit as i have a unit of 8 silver helms. The reason why is because im building up a 2000pt army to compete against Vampire Counts, this guy already owns a selective army of +- 3000pts.
this is a list that ive thought of for 2000 pts
5 silver helms
2 mages, 1 archmage
2 bolt throwers
10- 15 swordmasters
4 dragon princes
2 great eagles
what lores and magic items are suggested?
