Dunno bout teclis but other mages are a yes.
While Tecles has some nice abilities, I don't think his points cost is justified in any size game.

in 3000 points teclis just pwns.... They have to worry about him and perhaps an archmage.
I would not recommend Teclis in a 2000pts battle, perhaps a 3000pt one, but a Lv3 or Lv4 mage if you're very magic heavy would be nice.
You could also take two Lv2 mages, which I see as a very good choice, you will want to dominate the magic phase. But Teclis costs too many pts really.

i would recommend against wielding Teclis, he is powerful but he takes up a lot of points of a 2k list.
a lv4 (never use lv3 always make them lv4) would be good, they are very powerfull and are still acceptable in points value.
otheriwse 2 lv2 mages are always good in 2k.
give them some nice items (a DS, JoD, etc. etc.) and you will be in good buisenuis
