Short and sweet how do you paint stars shaped like * thats on a shouldder pad but very little mabey a milimeter or is that possible without serious serious skill ?
Use simple geometric patterns and either a. draw them on first before painting over them or b/ make a template to stick over the area and paint in. or c/ draw them in using a micropen and then smooth them out with some matte varnish.
Just remember if you draw an outline in pencil first make it faint, nearly invisible lines or it will show up through the paint.

Try making a dot and then pick out the areas with your brush.
Paint away from the points that you want. Stopping in the centre. Do this for each of the points. That should work
