please tell me how to paint blood red based blood angels properly
and tell me what paints i need.
Depends, do you want them to be light red, dark red, or in between? Then we can tell you what paints you will need. It also depends on your skill of painting.

I can only tell you how I painted my son's blood angels:
First off, I truely hate GW's "Blood Angels Red." Its really more orange than red. I also wanted to give them something like a metallic sheen. I use Tamiya paints, so I took Red and mixed it about 3:1 with Copper. This gives just about the right shade of red, and gives it just a hint of a metallic.
Prime the figs white, and paint the entire fig with the above mix. I used an airbrush when painting large numbers. Next, give the fig a wash of 1:1 Smoke (like a black ink, but better) to bring out the outlines and fill in the cracks. Then paint the details.
That's how I did it, anyway.
If you want to know i simple & fast way to paint Blood Angels i can help you. First spray paint the model white & leave it to dry then do your base coat of Blood Red. Paint the Boltgun, boltgun metal & your eyes blue, green..etc. If you want then outline the Shoulder pads with Chaos Black. You might want the give it a few more coats on the armour. Depends what type of Red you want. For a darker red use Flesh Wash on the Armour.

Zoidy loses! here are step by step instructions, that make everyone else's ideas smell, mine is the best, THE BEST! (i was just kidding everyone, but i like my idea)
1. Prime with white
2. Give it an undercoat of your standard gw blood red.
3. Paint everything aside from the main armor plates (i.e. chest plate, legs, shoulder, the big stuff) chaos black.
4. Give it a crimson red ink wash, do it!
5. dry brush, and i mean very dry brush, very very dry, just barely any paint at all, boltgun metal on the armor to give it a rustic look if you want, which i like.
6. customize the guns and details however you want.
