is there anyway to make a fortress cheaply without foam/polystyrene
We use LEGOs...*shrugs*
I've seen some fairly impressive things done with clay - or spare card/plastic bits from GorkaMorka and Necromunda. If you're planning to work on scenery though, I suggest keeping your sprues, twisting them up - and/or together - as tightly as you can, and spraying them black. After a quick metallic dry-brush, voila - instant wreckage.

Well............yesis there anyway to make a fortress cheaply without foam/polystyrene
There should be like tons of ways, I woulden't say in the first place that polystyrene is the very best building material either.
Ok now for my very famous quote:
USE WOOD SHEETS!
That's what I do.... and it looks good...

wood sheets nice but foamcard and corrie card are easier to use and cut and probably alot cheaper too
