theres an art show coming up at my school, and i showed my teacher 40k. So now im going to be making a display board with either a battle scene or just showing off one of my armies. I want to make it around 2 feet wide by 3 and a half feet long. (for easier transport to school). I collect space marines and dark eldar and i need ideas for the project. I was thinking probably making it a city scene. Please post ideas etc.

You should decide on a setting first. Then you will be able to collect far more ideas on LO, Bluetablepainting, CMON, the GW sites and many others.
What kind of city do you want? A Manufactorum? Civilians? a Ruined City? A Palace? A Dome in a Hive City like Necromunda? Or a combination of some of these?

if its DE vs marines make sure the DE are suprising them or flanking the marines or some crap like that. I hate dioramas that just have the poor DE looking static and getting mowed down lol.

When it comes to building a board as art I think you should consider things like composition very careful. Have you ever used Google Sketchup? It's perfect for things like this, easy to work with and you'll easily get an overview of how diferent volumes work together.
I would also like to recommend you to use good old Fibonacci's formula to get a balanced board.

Not to be patronizing, I feel obliged to warn you: Keep your mini count to a minimum, just enough to give the idea. Watch out for people nabbing models! I would recommend fixing the models to the actual board, or some other way to make them not so steal able. Goodluck, it sounds cool.
That's actually a pretty good idea. I might ask my art teacher.
It would be really cool to just have a small team of marines just kind of chilling in an alleyway, checking auspexes and such, then a couple dark eldar in another alley lurking and such. That might convey the idea with only using 8 or so models, instead of having a full scale invasion. With only a few models, it also gives it a bit more subtle narrative instead of a blunt "This is a fight!" message.
I'm seeing DE raiders flitting around the city attacking Marines hold up in buildings... maybe a DE slaving raid interrupted?
I do think you need to decide on the city setting as Hekau Chasut said.
I've been thinking a bit about this project of your's and I have an idea.
Even though I know you'd like to show our armies I think the old phrase "less is more" decribes my idea best.
Imagine a wellbuilt city fight-board with a cathedral in a central spot, all the houses are more or less wrecked. On the stairs to the cathedral sits one lone SpaceMarine with head held low and his bolter lying on the step next to him.
I think it'd make for quite an "arty" board that you could later expand and make into a fully functional gaming-piece.
