A little more detail will really help you here - what, exactly, do you want to know? How to do highlights? Color selection? Actual painting technique?
I'm thinking colors are your issue, right? I'd say the blue-grey parts are likely a mix of Shadow and Space Wolves greys. Some white mixed in for the edge highlights. Browns look like they're probably Scorched brown, working up for highlights. The skin, probably Elf flesh on top, and they likely started from Tanned or Dwarf flesh. The tan cloth is probably a mix of Kommando Khaki and Bleached bone.
Other than that, it looks like a fairly simple paint job, a basic color with one or two highlights.
I'm not too sure what type of blue that is.. but I am guess that Shadow Grey mix with White would yield a similar result.
As for the grey-ish color there, it can be achieved by using the foundation paint Deneb Stone.
