If i had to pick one of them i'd go for the ice world one.
I currently don't have my camera so i cant show you the start of my stormtrooper squad.
They are black cloth with the armour plating picked out in dark red. with silver/black hellguns.:ninja3:
Personnally I like the first one (the forest one) the most.
I don't like the other snow scheme because IMO cream colours, not light blue colours, are the best for snow.
EDIT: my guard aren't painted yet but i'm planning on a scheme similar to the forest one your showing.

i like the forest one more (don't know about those giant white outlines on the camo streaks though). that and it seems the winter camo pattern on the fatigues would be a pain to keep up after a couple hundred models.
but however you do it, the two main things to consider is, fluffwise, the camo colors in concern to their theatre of war (ie not using winter camo if you want them to fight in a forest and vice versa). and also, you're personal preference of what color scheme you think looks best since you'll be playing with them and looking at them the most(which can sometimes tend to contradict the fluff reasoning).
If I had to choose I'd say the first one, as the second looks like pajamas to me...:ninja3:

No.... go with the ice... it is more better... and imagine having a game on an ice table! You will have hard time finding your own troops... so good will the camo pattern be!

I'd probably go with the second one just because it has more of a 'theme' than generic forest and could with the addition of more gray also count as urban cammo too. just my two cents
Before you make your final decision I'd recommend having a rummage through Google images, as there is so much reference material. Pick something that is going to be fun to paint, as after painting several dozen figures the same it can easily become somewhat monotonous.

I think Certemplar had the best advice. Personally neither scheme grabbed me. Fluff is important as it dictates what the unform would look like. If I were you I'd do more research (as Ash suggested) and look at other IG pictures and also do some historical research and see the different uniforms that have existed through history.
