ok so i know asa of now there arnt any rules or specs for them right? but i have seen some awsome sanguinius and emperor minis online. do they sell these as kits or r they conversions?
They will all be either conversions or complete scratchbuilds.
There was a leman russ mini released ages ago (like in 2nd ed i think), but it was really bad.
Building a primarch would be an intensive process, but there are some good examples as you said, as well as some great concept art in the heresy art books.

As for rules, there are rules for the Daemon Primarch Angron, but none others.

As for the emperor, sanguinous and Horus, there was that diorama done in white dwarf by one of the GW heavy metal staff back in the nineties, although without going into the loft to find it I can't find any picture (anyone else?). It was not a released thing obviously but its a GW eye view of what they look like and was a rather nice model (although that could be rose tinted glasses of my childhood ).
