Is it ok to use spray varnish after I've put static grass on a base? Or should I varnish first and then add my static grass?

It might mat it all down, or maybe give it a weird sheen... Or it might end up just fine - the only way to be totally sure is to test it yourself.
Personally though? Just do the grass later and save yourself the hassle. One less thing to worry about.
Varnish first, then apply the grass. Spraying varnish over static grass can result in globs that resemble wet slushy snow on a field.

I expect the grass to clump together and have a weird sheen over it
I've only used Dullcote and it was fine as long as I didn't spray to heavily. I do have one model that ended up with drops on it, but that also resulted in heavy varnish elsewhere too.
The nice bit is it made the grass stop falling out as easily.
