I am considering hiring a fellow gamer to paint my next army for a various number of reasons. I want, however, to get a fair price. What is a common going rate of sorts per model of a pretty good painting/basing job?
He is offering $8-10 per foot solider and ~$15 per mounted model. (A year or so back, I had another friend of mine do a few models for me at $2 and $3 respectively and they were really nicely done.)

A lot of this depends on the quality. Have you seen sample stuff? Not neccesarily his best work- rather something representative of army standard. If it's good then that's not a ridiculous offer. Consider time taken to paint models, hourly wages for skilled workers and see what you think.

A full 2250 PTS High Elf army. I believe HE armies at that range are between 80-100 ish models. As to quality, the models I've seen of his are incredible, but I'm not sure if that is the same quality that he is offering (One of his armies made in into White Dwarf). I plan on emailing him tonight and to have him compare the quality he is offering with the other models of his that I've seen.
Take a picture of one of his "standard" army models and post that, then we can give a proper estimate.

Take a look at Blue Table Painting, to benchmark their pricing and standard level of quality against what your friend is offering. They're doing L3 (rank and file, infantry) for $7 per model.
A fair starting price for commissioned artwork of any kind starts at $10 per hour, minimum. I hope that gives you a rough estimate on how much you plan an expecting to pay. Places like Blue Table are a toss up, sometimes you get more than you pay for, and some times the quality is terrible. If this is someone you know personally you will probably be assured a higher quality piece and exactly what you want as you can be in constant contact with them. The "higher" price will hopefully be worth it with potentially higher service.
I got a rough price guide from my friend:
$8 per infantry model,
$18 per cavalry model
$60 per chariot
$2 per infantry model,
$4 per cavalry model
$10 per chariot
As to the quality he said "clean, good looking tabletop quality job" and he offered to paint up a few models as an example. I'm post pictures ASAP, as I believe he'll have them done this week.
