Overall, not too shabby. I like the robes in particular. They look like it's laundry day
For improvements, I'd suggest applying more washes. Like with the robes, washes are a good way to simulate depth. I notice this the most on the wings on the helmet and the commander's blond hair, but a few of your backpacks and power armoured fellas there could use it, too.
Otherwise, not too shabby. The power weapon effects might benefit from a bit more blending between the tones. All in all, nice stuff.
Really, it's just a matter of trying to guess which color would go best. Most people use black or blue on the wings, so if you're using the citadel washes, do Azurmen Blue or Badab Black, blue if you've got it. Be prepared to go back over it with white again, cleaning it up.
For the armour, try badab black again, or whatever the green wash is (Thraka?). For the blond hair, try devlan mud or gryphonne(sp?) sepia.
