Here is my in progress standard bearer for my ultramarine army. The marine has a base coat and inked, and still needs the highlighting and metals to be finished. For my blue i use paints from the reaper master paints lines. Do you have any suggestions for making the flag more cleaner and stand out more.

I think the color of the banner is not standing out at much as you want because it is the same color as your model.

It's a bit hard to see the details due to the blurryness of the picture, but have you concidered lining some of the details on the banner? E.g., if you line the golden rim with a thin line of some dark color, it will probably stand out more. You can also try to line one edge with a lighter color and the opposite edge with a darker color.
I have no great experience with banners, but iI suggest that you experiment a little around that and see what you like.

Wow the free hand on the banner is awsome, but as to improve it all I can really surgest is to highlight the eagles wing blades.
and perhaps a wash of badab black on the silver?
