I am about to start on my eldar army and I plan on just base coating white then using GW inks for fast and easy job. My question though what is the best way to create black lines between armor of the Eldar. I want a like a black ink pen look in all the creases of the models.

Blacklining. The usual method I use, when I blackline, is to basecoat all the areas first and then blackline using watered down chaos black and a small brush. If you're just doing inks over white, then you might consider using some Badab Black. Water it down, and wash it over the mini. It will flow towards the recesses, which should gives you blacklining.
