Chaos Space Marines
I like the Eldar, you can use strong colours and its nice to use more then one base colour for the hole army, like the aspect warriors. There is also great possibility to use nice pattern as freehand and so. IMO its really a army if you want to go crazy on the painting.
Keep the paint diluted and thin :)

I agree with Zentradi, Eldar are a great army to paint if you favor a clean style of paint.
Large flat areas on the models give a lot of freehand options (and you can go crazy with blending), and you can use a large range of different color schemes.
Having tried my hand at two space marine chapters, chaos space marines, orks, necrons and chaos daemons.. I personally think that Daemons are the most fun to paint.
My reasoning.. I think that they fit all styles of painting and the models are sympathetic to most.. I haven't got frustrated or board painting my daemons (with the exception of the Great Brass Scorpion) because you can very quickly get to a level which looks ok.. playable with very simple techniques..
I've painted multiple squads in a week to a useable standard.. which is great.. After which i add the detail when I want
Current Army Status - Chaos - 15000 points, Orks (BadMoonz) - 3000 Points - Space Wolves - 4000 Points, Necrons - 2000 Points.
Space marines are the best!!!!
Eldar, clean straight surfaces.
