I've looked around but i can't seem to find any.
I'm making mountain men looking units for my veterans and i was wondering if anyone knew of some good scruffy heads I could use.
You could try the empire "hairy head" sprue, it comes in the knight box.
If you're in the UK I have some spare tyhat I'd be happy to send you.

Actually looking at empire models the archers have a few good ones.
Now I just have to think out the rest of the unit

Marauder Horsemen un-helmeted heads are really cool as well. Not sure how they would look on IG bodies, but it's a thought. Empire Flagellant heads are also cool-looking.
I'm looking to also do some bear riding rough riders, but anyone done any good conversions for this?

I don't recommend the Mirliton mini... I have it and the bear and the dwarf are a solid piece of metal, hard to convert.
Here is a link to a DakkaDakka thread about Valhallan Bear Cavalry Rough Riders. The author used DeeZee Miniatures bears and the scale is perfect.
I have found a unit of dwarves riding bears here... the author used a mix of Mirliton and Reaper minis, so you can check the scale.
Reaper has a good line of bears (Dwarf cavalry), even if they are a little expensive. Since the rider is a separate piece, they won't be too difficult to convert.

There are some non-GW heads around, these have just been released I believe:

They look good to me. Otherwise, the space wolves are very beardy and if you can get hold of it - the Middenheimer sprue from Mordheim had many bearded heads on it.
I didn't really see any none helmeted heads when I was looking at the pictures on Gw's web site.
