I think this guy is finished. I do feel he is lacking something though. Do i need to put some freehand work on the loin cloth? Maybe the Knee pads? I'm also unsure about having the Red cloak and the Red fur. It makes sense but it is it to much? Base feels a little empty too. Ideas?
My first real go at lighting. I think it just looks like he's got eye liner on.
I think he's awesome.. Really like him and the paintjob justifies the model.
I wouldn't change anything.

This guy's real slick. I don't think I'd anything more to over complicate him.
About the eyes, though. You may need to highlight it more if you were going for a glow. Try a couple layers with red mixed with yellow to more and more of a degree, then the yellow with white as the last layer. Getting a lit surface as white as possible usually gets the best effect. Keep in mind, you'll want each layer thinner than the last by a smidge, and the paint should also be watered down a good deal - don't paint it on with a completely saturated brush, though, that gets messy. From the skulls on the chest, it looks like you've got some highlighting skills already, though, so shouldn't be a problem.

He is well converted, and if there was anything to change I would tone down the bright eyeliner... Unless he/she is a follower of Slaanesh, in that case I would increase it.

That's looking much better mate I might be tempted to say a very VERY thin a light wash of red just underneath the eyes. Just a tiny amount just to draw the light out a little bit more.\
It looks great as it is, that's just my personal preference.
