Are there any standard "rules" when it comes to building and using Unit Fillers?
Can they be made of anything (army appropriate of course), any size, and placed anywhere in the unit?

They usually come on monster bases - to represent four miniatures. And they are usually placed in the middle of the unit, often in the rank just behind the command. Other than that, there is no real 'rules' on them. Size doesn't matter, as long as your opponent knows exactly how many the filler is representing. And it shouldn't affect LOS or anything, as you measure to the unit's edge, not the filler. An yes, they can pretty much be anything. They are usually used to add a small diorama to the unit.
