    The best stuff I have found for basing snow is "Snowflakes" by Techstar. I found out just recently that Jennifer Haley also uses it, you can see her resultshere . Be *VERY* careful not to sneeze or even breathe on it, in it, or around it, as it will get everywhere. Also, it's useful to use a few coats. If done correctly, it looks wonderful!

    that looks great but i tink it would be hard to do a whole army with that.

    The Techstart snow IS great, and its really not too bad. My Dark Elf army for fantasy is entirely snow based, and it looks great, and really didn't take that much time.

    use ground up white sand, that has been turned into a fine powder

    the sand idea for the base and for the models maybe use white spray about 50cm away to look like they are being snowed on
