Time and again, I've seen posts stating to convert hunter~killer missiles into missile launchers to save money.
Now, how would I go about this?
Any and all help would be great.

converting the HKM would be easy enough... clip off the bits that don't look missile-launchery
I'm assuming you want this to be an infantry weapon? The hard part will be getting your model to hold it like a missile launcher. Though I can picture some creative poses...
Well, I guess you could either go for a normal sized launcher or one with a big missile. I don't know how other people do it and have never done it myself, but I've made some quick sketches to describe how I'd do it.
The red lines mean cutting, green is what you model with green stuff and the yellow spots are approximate places to place optics, if desired. I guess you could convert the binoculars that come with heavy weapons teams or something similar. The optics should be above the grip anyway.
You place the grip in the cutout on the lower side of the missile rail and the shoulder in the rest that you make with GS.
Note that I haven't tried this myself, so I don't know exactly how it would look once you start cutting. Also you'd have to tailor it for the mini to determine the precise layout of the cuts. And last but not least, this is meant for the IG using the HK from the sentinel sprue, and you may need to use slightly different strategy for SM or others.

the best way i've found to do this is to use the arms from the stormbolter from the vehicle sprue.
you don't need to create a shoulder mount by doing it this way as the arms hold the missile perfectly on a shoulder pad
you'll need to either cut a bit of square plasticard to cover the hole or cover it with some other piece of model (the screen from an auspex would work well).
