i've had a little trouble with flock on my bases of models.
it does seem to stick up.
my friends say water down a little pva glue and put it on but the grass doesn't stick up
please give me some advice.
I dont peronally have any experience with flock, but I would say your best bet is to use static grass instead. I dont thing flock is meant to stand straight up, I believe that is the job for static grass.

I normally use sand. But correct me if I'm wrong but flock kinda looks like moss right? That stuff isn't supposed to stand up. Like InvictusVis said that is the job of static grass.
Flock is ground up foam or sawdust textured stuff. Static grass is short hair like lengths. Make sure you are using static grass if you want it to stand up.
Store your static grass in a plastic bag or container. Just before using it, shake it up a bit to generate a little static charge. Once the base has glue applied, sprinkle some grass over it with pinched fingers, much like a pinch of salt. Flip the base upsidedown and tap it a few times to make the grass stand up. I prefer superglue for static grass instead of white glue (PVA, elmer's). It seems to give better results when trying to make the grass stand.
you say that you water it down , just dont water it down to much , only a small bit to make it spread easy .

Ok, this is how I do it myself...
First it has to be static grass.
Cover the area in interest with PVA or any other "good stick" glue.
Then I cover the entire area with grass, once this is done try pressin slightly on the grass with some more grass just for a wee moment. Then turn up side down and shake loose the excess...
In my experience this works fine and you'll get a nice upstanding finish.
