Welcome to Librarium Online!
Evening, I am having a few problems with the vallejo "black shade" wash, sometimes it dries matt as I believe it should and I want it to and other times it dries gloss and I don't just mean a semi gloss in the light its a terrible really reflective gloss that means i have to start the mini again.
As I say it i only sometimes ie I can shade a cloak in on the back of the model and its perfect and then a piece of clothing on the front goes gloss! I cant work out the reason for it doing this anyone got any idea's?
I guess its depends on how thick paint you use, I have often that if you use to much wash, like just slab it on, it will glosss. Try be more gentle and use less paint on the brush, paint the wash on in at few layers that you let dry in between.
Keep the paint diluted and thin :)
(first rule in Zentradis book of painting)
Sometimes this can be due to not shaking the bottle enough. If the wash seperates out you can be left using more of the thinner medium than usual. This certainly can happen with paint and since it works for you on some occasions but not others it's all I can think of other than environmental factors like humidity, altitude and volcanic activity.

Think I have worked out the problem it only seems to be when I am painting at night in front of the bulb on my magnify glass, as far fetched as it seems I think it is the artificial heat coming from the bulb that is causing it...
